The authors and staff of Abt Associates, Inc., conducted and reported this joint research for ONDCP, U.S. Customs Service and U.S. Coast Guard, under contract 282–98–0006, Task order Number 3. Joint project directors for this effort included Commander John Manning, USN and Dr. Michael Cala from ONDCP, Senior Special Agent Fred Stacey of the U.S. Customs Service, and Commander Brian Kelley, USCG.

The authors wish to express special thanks to Senior Special Agent Stacey. SS/A Stacey hosted a trip for project staff to Miami, Florida to observe sea and air port operations, visit the Miami Air Branch and the Marine Enforcement Group, and talk with Special Agents in the Office of Investigations. We were continually impressed by the dedication of the people with whom we met and with Customs as a whole. This opportunity provided us with valuable background for our research, and certainly gave us a better understanding of the many facets of the smuggling threat.

The interviews of convicted smugglers could not have been accomplished without the cooperation of staff at the U.S. Sentencing Commission (USSC) and the Bureau of Prisons (BOP). We extend special thanks to John Steer and Lou Reedt at the USSC, and Harriet Lebowitz at the BOP for their efforts.
