Exhibit 4. How difficult is it to buy methamphetamine?

Law enforcement respondents in Honolulu and Los Angeles said that it was not difficult at all (rank of 0) for undercover police to buy methamphetamine. Memphis and Denver ranked as a 1. Sioux Falls ranked as 2 and St. Louis as a 3. Boston, El Paso and Seattle ranked as 4. New York and Washington, DC ranked as a 5 and Detroit ranked as a 6. Philadelphia ranked as a 7 while Baltimore, Columbia, SC, and New Orleans were an 8. Miami and Portland were a 9 and Chicago undercover police found it extremely difficult to buy methamphetamine (rank of 10).

Epidemiologic/ethnographic respondents in Memphis and Sioux Falls reported that it was not difficult at all (rank of 0) for users to buy methamphetamine. Seattle ranked as a 1; Denver, Honolulu and Los Angeles were a 2. Billings, El Paso and St. Louis were a 3. Detroit and Miami were a 5 and Columbia, SC was a 6. New Orleans and Portland ranked a 7. Chicago, New York and Philadelphia ranked a 9. Users in Boston found it extremely difficult (rank of 10) to buy methamphetamine.
