Areas designated as a High Intensity Drug Trafficking Area, must meet four criteria, including: being a significant center of illegal drug production, manufacturing, importation, or distribution whose drug-related activities have a significant harmful impact in the area, and in other areas of the country. Accordingly, HIDTA Executive Boards have devised strategies to target many of the most significant DTOs that operate in their areas.

One measure of whether HIDTAs are targeting high value DTOs, is the extent to which the DTOs they are investigating have been designated a “CPOT,” “RPOT,” or “OCDETF” case.

A CPOT case involves a DTO known to be linked to or affiliated with a major international drug trafficking organization and/or money laundering enterprise that is included on the Department of Justice’s Consolidated Priority Organization Target (CPOT) list. The CPOT list consists of the command and control elements of major international drug trafficking organizations and/or money laundering enterprises that significantly impact the U.S. drug supply.

Cases designated as OCDETF investigations require approval by the Organized Crime and Drug Enforcement Task Force Program’s Regional Coordination Committee and involve comprehensive, multi-level investigations of major drug trafficking and money laundering organizations. OCDETF investigations of DTOs or MLOs known to be linked to or affiliated with a major regional or national drug trafficking organization and/or money laundering enterprise are considered higher priority and designated as Regional Priority Organization Targets (RPOTS).
