<p>The federal government provides a formalized method for receiving, evaluating, and funding those unsolicited proposals that offer to the government a new and innovative idea developed outside the normal federal research and development processes. </p>
<p> This three-part Guide establishes ONDCP procedures for the control, receipt, evaluation, and disposition of unsolicited proposals. <a href="gd_unsolit_proposl_sect1.html" target="_top">Part 1</a> promotes preliminary discussions. <a href="gd_unsolit_proposl_sect2.html" target="_top">Part 2</a> instructs the offeror how to prepare an unsolicited proposal. And, <a href="gd_unsolit_proposl_sect3.html" target="_top">Part 3</a> describes the ONDCP evaluation process. </p>
